<p>Lawyers for the State Education Department began their defense Monday in a federal special education lawsuit brought by the Chester Upland school district, says that no law has been violated and that the district has done too little to solve the problem yourself.</p>
<p>In testimony Thursday and Monday, Chester Upland</p>
<p>Amy Foerster, a lawyer for the Ministry of Education, told Baylson Tuesday that the district has more money available for the special education of the claim.</p>
<p>Foerster says district lacks current financial information that is reliable and sound fiscal controls, making it difficult to rely on the budget projections. And, he said, had not made </p>
<p>The Ministry of education, Foerster says, will come in if necessary to ensure compliance with District Special education legislation without giving the financial bailout.</p>

<p>Here are some key differences in the plan of reform of the House, the Senate, and gov. Terry Branstad:<br /><b>TEACHER EVALUATION</b> <br />HOME: teachers will be evaluated each year, rather than every three years, as under current law. The State Education Department should come up with a new evaluation process to be approved in the next year&#8217;s legislative session.<br />SENATE: the teacher will receive some evaluations each year. Every three years, an evaluation will be made by the administrator, the review is meant for more detailed and include a review of the portfolio. Another two years, teachers will be peer evaluated, with a focus on their continued improvement plans and goals.<br />Governor: the teacher will receive a yearly evaluation that is similar to the type described in the plan of the House. The Ministry of education will design evaluation. It will not require legislative approval.<br /><b>TESTING</b> <br />Home: middle school students will be required to complete the course final exam which will be accounted for in the pass requirements; High school juniors are required to take entrance exams colleges or career readiness assessment at no cost to them.<br />SENATE: the Senate version doesn t address the end-of-course testing at the high school level. Unlike the House&#8217;s and governor&#8217;s plans, the Senate Bill would implement a value-added assessment system using testing to measure student achievement and teacher performance. (The result value will be used to validate the observations by school administrators, under the House proposal&#8217;s and governor s.)<br />Governor: plan would require final exam-certainly as the HOUSE version.<br />Another DIFFERENCE: the governor&#8217;s plan, all high school juniors are required to take a college entrance exam. The House offers a choice between college and career readiness exam test. The Senate does not require such tests.<br /><b>ONLINE LEARNING</b> <br />HOME: The CAM and Clayton Ridge school district will be able to proceed with plans to offer educational programs, full time online-only and receive full funding for State students enrolled in these programs. Statewide Enrollment in full, online-only program will be limited to approximately 900 students, with the CAP to the number of students from each district.<br />SENATE: The Senate&#8217;s version would ban more than 50 percent of the student&#8217;s course work is being delivered through the Internet; exceptions will be made in rare cases, such as a student of medical problems that would make the online study is required. The Senate version also will set the requirements of teachers and the curriculum for online learning.<br />Governor: school districts may choose to enter a partnership with private vendors or use the expanded version of Iowa Learning Online, run by the Ministry of education, Iowa. This is basically the same as a home version, except without the hat.<br /><b>EARLY GRADE-LITERACY</b> <br />Home: all three versions at a place to build the skills of reading in the elementary classroom early. The House, like the Governor, will be holding the third-class returns that cannot be demonstrated sufficient skills to read, but it will provide good cause exceptions. The House version, however, will delay holding third-class for about four years, while the governor&#8217;s proposal would have started to step it up in the coming years.<br />SENATE: hold third-grader is not mandatory; consideration will be given competence in other areas. Also, consultations with parents or guardians will be necessary before the third-grader could resist.<br />Governor: The House adopted what is largely language governor s about this issue.</p>
<p>Iowa Senate version passed Monday, education reform is a significant step in what became a legislative deal melee to find among the proposals of the Governor and both sides before lawmakers go home.</p>
<p>Unlike the Republicans, the Senate version s doesn t address issues such as testing high school students that will require final exam-certainly factored in graduation requirements.</p>
<p>There are key differences in how teachers are evaluated, how the scope of the online school will be limited and whether the third-class that failed to meet the key goal of literacy will be able to advance.</p>
<p>Both sides agree that some changes are necessary, but the way and the scope of such reform is what&#8217;s on the line.</p>

<p>Importantly, Gauchat found that trust is lost it is not only among the conservative self-identified with less education, but amongst &#8220;height information&#8221; conservatives as well.  This results undermines the idea that the more people know about science, the more they trust the conclusions.  In fact, as the psychologist Jonathan Haidt has pointed out, people tend to choose the data that supports your preferences before their trust.  The survey found that more sophisticated Gauchat conservatives appreciated the threat to the values they brought about by science (for example, increasing Government Regulation) more than people who are less educated. </p>
<p>Like Gauchat observes, if this trend continues the implications for institutions of science can be terrible.  Both the public funding of basic research and the use of evidence in policy threatened by politicized science.  Gauchat quote Chris Mooney&#8217;s theory that changes in public attitude starts at the Reagan era and improved under George w. Bush, observed that until then most people identified with the space race and science moon landing, a victory that gave the authority of great cultural sciences at the ideological spectrum.  Indeed, as I&#8217;ve argued, the American history of science policy has been closely aligned with the narrative of the civil progress and push back the border: where America saw a new world to conquer them have been enthusiastic about the pioneering technology: the Telegraph, Transcontinental Railroad, telephone, vaccines, organ transplant, information technology, and the spacecraft.</p>
<p>The American frontier had premature obituaries written earlier, at least starting with Frederick Jackson Turner &#8220;Frontier thesis&#8221; 1893. But with the closure of the continent, the rise of China, and the uncertain future of space exploration was difficult to see where the next American frontier would be lying.  Intended but sexy abstraction of drawing on the &#8220;Sputnik&#8221; analogy, such as energy independence, haven&#8217;t gotten the modern American blood flow.</p>
